Germany has overhauled its immigration system to attract skilled workers, while EU and EEA citizens continue to work without a permit.

The Skilled Workers Act

The Skilled Workers Immigration Act (Fachkräfteeinwanderungsgesetz), reformed in 2023–2024, is the backbone for qualified non-EU workers, broadening who qualifies and easing some requirements.

The Opportunity Card

A distinctive feature is the Opportunity Card (Chancenkarte) — a points-based job-seeker route that lets qualified people come to look for work before having an offer.

EU Blue Card and recognition

Germany’s EU Blue Card implementation has comparatively accessible thresholds and shortage-occupation rules. For many roles, foreign qualifications must go through formal recognition (Anerkennung).
